Description Of Item: (1) Three foolscap sized typed pages detailing the procedures for clinical examinations that were agreed by the committee of examiners appointed by the (Opticians Registration) Board comprising H Latimer. R Werner and H Bell, the last page of which describes a supplementary procedure agreed at a meeting following the first examination on the evening of 3rd February 1937. (2) A single typed quarto sheet detailing the essential test equipment (for the examinations) and other rules for the conduct of the examinations. (3) three quarto sized pages with handwritten text being a draft of the typed procedures in (1) above. (4) a list of names and addresses with handwritten annotations of times, dates and dates the persons were written to, presumably a list of candidates for the clinical examination.
Historical Significance: These papers seem to be a record of procedures agreed for the conduct of clinical examinations by the Opticians Registration Board of Victoria, possibly for applicants for registration under the Opticians Act 1935 who did not have formal qualifications or did not meet the prior practice requirement for registration under Section 8 of the Act. There is no doubt these papers date from 1937 from the dates that appear in the papers. It is reasonable to assume they are Registration Board papers: there is reference in them to a committee of the 'Board' and Bell and Werner were members of the Registration Board in 1937. Equally it is also open to the interpretation that they are a record of clinical examinations conducted by the Board in that year. The Act was passed in December 1935 and the Board was constituted in 1936. It registered optometrists for the first time December 31 1936 gazeting the list on January 27 1937. A supplementary list of 47 registered optometrists was published on May 17 1937 (see Cat No 888) of whom 32 were on the clinical examination candidates list. There were 61 persons on the examination list.
