The timeline is from 1981 to 2008, (B) five pages headed 'David Southgate - Presidential memories 1992 - 1994' and dated 'As recalled in April 1995' and (C) {Reportt of) Legal and legislative report 9 December 1996 by David Southgate (pictured) Historical Significance: These documents pertain to securing therapeutic prescribing rights for optometrists in Victoria and set out the time time of events (Document A) . Document B sets out some of the background to the events. Document B also bears on the events surrounding the Australian Optometrical Association problems with two members, Peter Merrington and Maurice Brumer and the beginnings of the era of deregulation of the health professions under the Kennett lead Victorian government (1992 - 1999). Document A was drafted by David Southgate, President of the Victorian Division of the Australian Optometrical Association 1992 to 1994, and elaborated by Colin Waldron, the foundation Chairman of the National Optometry Board. These notes draw on notes by Barry Cole on the therapeutics issue that had been sent to David Southgate earlier in 2014. Document C is a report from David Southgate on the the battle to get the desired legislative change written shortly before the legislation was passed.
