It is addressed to HL Gordon, the first Registrar of the Board
Historical Significance: An Act to provide for the registration of opticians was passed by the Victorian Parilament in Dec 1935 and the Registration Board was formed in 1936. Its first task was to register opticians already in practice who had formal training or a defined duration of experience in practice.
